These Neighbourhoods Are Named in the Ordinance

Not inferred from a map or a formula. The amendment lists them: Algonquin, California, Chickasaw, Park Duvalle, Park Hill, Parkland, Portland, Russell, Shawnee, Shelby Park and Smoketown Jackson, as defined as of 1 January 2020.

For owner-occupied property in those neighbourhoods, the cost of enhancements made for repair, rehabilitation, restoration or stabilisation need only reach five per cent of the assessed value of the improvements on the property. Why Was the Threshold Lowered Here?

The stated purpose was to avoid displacement. Where a neighbourhood sees rapid investment, values rise, taxes follow, and existing residents can be pushed out of houses they already own. Freezing the assessment for five years is intended to let owners improve their own property without the improvement pricing them out of it. The amendment also waived the programme's administrative fee for these properties.

Which Makes the Timing Point Sharper, Not Softer

A lower threshold means more repairs qualify. It does not change the order the scheme runs in.

The assessment is fixed at the value when the application is made, before the rehabilitation is undertaken. An owner here who starts work first has forfeited a benefit that was more accessible to them than to almost anyone else in the city, which makes the loss worse rather than smaller.

Does It Apply If I Rent the House Out?

The lower five per cent threshold under the 2020 amendment attaches to owner-occupied property. Other routes into the programme exist for property that is not owner-occupied, at different thresholds, so the answer is that a different category may apply rather than that nothing does. Metro's permitting department will tell you which one covers your address.

The Lien Side Weighs More Here

Where values are more modest, an accumulated code enforcement position is proportionally larger against the property.

Metro's own material acknowledges that many vacant and abandoned homes carry thousands of dollars in liens from routine enforcement, and that owners and heirs are sometimes left unable to sell or rehabilitate as a result. That is a heavier constraint on a house worth less, and it is why Metro has run lien forgiveness initiatives aimed at unlocking exactly these properties.

Two Programmes Pointing the Same Way

Worth noticing that the city's own incentives and its enforcement posture point in the same direction here: toward owners repairing and staying. The moratorium rewards it, the repair assistance programmes that operate in several of these neighbourhoods support it, and the enforcement machinery targets the properties nobody is dealing with.

An owner who engages is working with that current rather than against it.

The Numbers Behind the 2020 Amendment

Eleven neighbourhoods are named as defined at 1 January 2020, with the qualifying spend reduced to 5 per cent of the assessed value of the improvements for owner-occupied property. Section 172B caps the freeze at 5 years and KRS 99.595 sets the 25 year age threshold.

On the other side, Metro Code section 32.288 adds 15 per cent administrative cost to fines and abatement charges, and vacancy of at least 1 year is part of the abandoned classification.
