Questions We Get Asked

Sorted by direction. Most markets only offer ways to lose money after a fire. Louisville has a genuine way to save some as well, so it is worth knowing which of these questions is which.

Answers That Can Save You Money

How Old Is My House?

Twenty-five years is the threshold for an existing residential building under the moratorium statute. The PVA record gives the year, free.

Which Moratorium Category Is My Address In?

Three routes exist at three thresholds: named neighbourhoods, income-based target areas, and everywhere else. Metro's permitting department will say which covers you.

Does My Fire Repair Count as Rehabilitation?

The statute defines rehabilitation as returning an existing structure to a state of utility through repair or alteration. Putting a fire-damaged house back is squarely that.

Is the Repair Big Enough to Qualify?

The required spend is a floor, and a fire repair usually clears it comfortably because putting a damaged house back is expensive relative to what the damaged house is worth.

Answers That Can Cost You Money

Should I Get the Trades Started This Week?

Not before you have asked about the moratorium. The scheme fixes your assessment at its pre-improvement value, and starting work removes the figure it rests on.

Can I Sort the Paperwork Afterwards?

Not this paperwork. The order is the whole mechanism rather than an administrative preference.

What Happens If I Just Leave It?

An open maintenance violation, a year of vacancy and a referral for abatement produce Metro's vacant and abandoned classification, and fines, charges, abatement costs and a fifteen per cent administrative addition become a recorded lien.

How Large Do Those Liens Get?

Metro's own material acknowledges thousands of dollars on many vacant and abandoned homes, and that owners and heirs are sometimes left unable to sell or rehabilitate as a result.

Answers That Change the Number Either Way

Did the Framing Survive?

On older Louisville timber, more often than owners expect. It decides whether you are in the repair market or the rebuild market, and those price very differently.

What Is It Worth Repaired?

Everything else is a subtraction from that figure. Get it from local sale evidence rather than from a buyer.

Is Anything Recorded Against the Property?

The County Clerk holds Metro liens and the search is public. Knowing first means you can tell every buyer the same true thing.

Which Side of the River Is It On?

It decides whether any of the Kentucky provisions apply at all. Nothing on this site about the moratorium reaches Indiana.

Answers That Cost Nothing Either Way

Should I Clear the Site?

No advantage to you. Demolition is a cost buyers price in, and clearing can affect both the tax position and the enforcement position.

Do I Need to Settle the Claim First?

No. Proceeds and property are separable and who keeps the claim is a contract term.

Is There a Fee for a Figure From You?

None, and declining costs nothing either.

How Quickly Do I Have to Decide?

The decision is not urgent. Applying before work starts, and not letting the property sit unattended, both are.

If your question is specific to your property — and the good ones usually are — send the address. The answer often turns on the age of the house and whether work has begun, and our service area index sets out what changes across the metro.
