Constant: Twenty-Five Years
An existing residential building qualifies where it has been in existence for at least twenty-five years. That is state law and it does not vary between Old Louisville, Shawnee, Fairdale or Anchorage.
Most Louisville housing clears it comfortably. The exceptions sit in the newest developments toward the county edges. The rules are on our page covering the moratorium and the lien.
Variable: What You Have to Spend
The qualifying proportion is where the geography bites, and there are three routes in at three different levels.
Named neighbourhoods. Owner-occupied property in the eleven traditional urban neighbourhoods listed in the 2020 amendment, at the lowest threshold of the three.
Income-based target areas. Defined by household income in the census tract, at an intermediate threshold.
Everywhere else. The standard route, requiring the largest proportion.
And at the River It Stops
Section 172B and the Kentucky statutes are Kentucky law, and Louisville Metro's ordinance is Metro law. Neither reaches Indiana, where a different state's framework applies to everything.
