The Second Half of the Test
Eligibility has two limbs and owners tend to hear only the first. The building must be at least twenty-five years old, which almost everything here satisfies. The improvements must also reach a required proportion of value, and that is where files here actually turn.
The proportion differs by category. There is a standard route requiring a substantial share of the property's value, a qualifying target area route based on household income in the census tract requiring less, and the 2020 route for owner-occupied property in named neighbourhoods requiring least. Which Category Am I In?
A Serious Fire Usually Clears the Spend Test
Worth noting because it cuts the other way from how these things usually run. The qualifying spend is a floor rather than a ceiling: you have to spend at least a certain proportion of value to qualify.
A minor repair may fall short of it. A fire repair generally does not, because putting a damaged house back is expensive relative to what the damaged house is worth. So the event that caused the problem is frequently the event that makes the benefit available.
Then What Is the Risk Here?
We publish no category determinations, thresholds or assessments for individual south Louisville properties. Metro's permitting department and the Jefferson County PVA administer the programme.
The Building Era Decides the Repair
Housing across south Louisville spans several decades and the difference matters after a fire. Earlier construction uses dimensional lumber that chars on the surface and can frequently be assessed and retained.
Later construction moves toward engineered roof trusses and floor systems, which come out whole once heat has compromised the connections. Which you have decides whether a repair route exists, and an engineer settles it.
Enforcement Runs on Inaction
The other clock applies here as everywhere in Metro. An open maintenance violation, a Code Enforcement Officer's determination that a property has been vacant at least a year, and referral for abatement together produce the vacant and abandoned classification.
Fines, enforcement charges, abatement costs and a fifteen per cent administrative addition become a lien recorded with the County Clerk. None of that requires the owner to do anything wrong, only to do nothing.

The Sections Behind the Spend Test
KRS 99.595, 99.600 and 99.605 carry the programme, with a 25 year age threshold and a 5 year maximum deferral under Section 172B of the Kentucky Constitution. Metro Code Chapter 154 sets the local thresholds.
The 2020 amendment reduced the qualifying spend to 5 per cent for owner-occupied property in 11 named neighbourhoods, with higher proportions applying elsewhere.

Possibly not. There are several routes in at different thresholds, and the income-based target area route catches properties owners assume are excluded.

A fire repair usually is, because the required spend is a floor. The question is whether you applied before starting it.
